Restraining patients - this makes me giggle

I work in a hospital, but have never worked in Psychiatry - but i dont think that even there, this is really acceptable as a means of trying to restrain a patient.

I have never known the hands round the neck method and forcing the head back on the pillow (like throttling them) to be

A Ethical
B in Code of ethics
C part of moving and handling guidelines

But watching it makes me giggle!
