It's my understanding that it won't be, at least for now. I believe that the plot will have it where JR is no longer running it, so essentially it will be out of the plot. I think it would be interesting to bring it back as a plot at some point, with someone new running it, or I suppose it could have been swallowed by a bigger company outside of Dallas by now, who knows. I think they want to focus the fight back on the Ewing company for the present.
Personally I would love to see Carter McKay again. I know others would like to see Jeremy Wendell. Either way I doubt we'll be seeing either of them or the company-I just get the feeling they have new plots in mind.

If business realities are depicted accurately in this script, it is likely that the old cartel holdings have been bought up, sold and bought up again to the point that the old companies are virtually unrecognizable in modern Dallas.
I think Christopher's comments to Bobby about "putting the Ewings back on top" reflect the situation before both him and John Ross - the energy business will be very different than the one their fathers played in.

Not really.
We need WestStar Oil this time.

It's always been my understanding that WestStar is analogous to a national oil company like a Texaco or something like that though not yet a multi-national. It's probably been bought up and is a subsidary of some mega corporation but it would be nice to see it back in play.
EDITED TO ADD: I agree with the poster above that The Cartel is probably dead and gone and there'll be no such organization in the new series though I could see John Ross looking to lure other like minded folks and try to create a new cartel.
